Man-made climate change is a global challenge. The core task is to reduce greenhouse gas emissions and offset unavoidable emissions. Timely, sustainable infrastructure investments are key to climate action success. The focus is on reducing energy demand and a complete switch of the electricity and heat supply to renewable energies, taking into account interplay with other environmental challenges. The German Environment Agency supports this process with strategies, scenarios, measures and instruments as well as monitoring activities. It also implements individual instruments, such as emissions trading, guarantees of origin for green electricity or the Blue Angel ecolabel.
The share of renewable energies in gross electricity consumption will decline in 2021 – from 45.3 percent in 2020 back down to a level similar to 2019 of around 42 percent. While total electricity consumption increased, five percent less electricity was generated from renewable sources than in the previous year due to weather conditions.
Despite their separate administrative remits, cities and the urban hinterland are nevertheless closely linked and mutually dependent upon one another. A new strategy paper titled UMLANDSTADT umweltschonend shows how to link work and private life, recreation and mobility in cities and the surrounding areas, in order to increase the quality of life and to better protect the environment.
In order to achieve the EU's 2030 climate target, a reform of the EU Emissions Trading Scheme (EU ETS) is necessary. The amount of issued certificates is to be reduced and the financial support for climate protection measures expanded. In addition, maritime transport is to be covered by the EU ETS in future and a new emissions trading scheme for buildings and road transport is to be created.
“Public administrations must pioneer and be a role model in climate protection”, said Dirk Messner, President of the German Environment Agency (UBA) at an online meeting of the Network of Heads of European Environmental Administrations (EPA Network) on November 25th. He presented UBA’s guide on greenhouse gas neutral administrations, now also available in English.
The greenhouse gas-neutral economic system of the future will continue to rely on hydrocarbons, for example in the chemical industry for the production of plastics or in aviation and maritime transport for the production of synthetic fuels. The carbon will be sourced from a new carbon circular economy but mainly from the atmosphere. The energy needs to come from fully renewable sources.
Sustainable mobility can promote health and safety. Walking, cycling or using public transport improves mental and physical health and keeps people fit. Low speeds and a traffic system which is geared towards pedestrians and cyclists are all part of greater safety in transportation. European Mobility Week which takes place from 16 to 22 September features citizen actions in towns and cities.
The vocational school centre in Mühldorf am Inn wins the Federal ENVIRONMENT & BUILDING 2021 Award for its innovative energy concept. The building generates more energy than it consumes and stores waste heat in an ice storage. In addition to the main prize winner, another four projects were awarded recognitions, including two in the newly created category "climate-friendly refurbishment".
The first sell-off session in the national fuel emissions trading system (German: nEHS) is expected to be on 5 October 2021, as scheduled in an agreement between the European Energy Exchange (EEX) and the German Environment Agency (UBA). Apart from aligning the cap with the new climate target for 2030, the upcoming EU ETS reform also includes a review of the market stability reserve (MSR). A research project commissioned by the UBA proposes to adjust central MSR parameters in order to strengthen its function to stabilize the market in the event of external shocks such as the Covid-19 pandemic.
