Activities at the federal level

Soil protection and management of contaminated sites are regulated by the federal government. The federal states are responsible for enforcement. However, the federal government itself is also the owner of properties with all the associated rights and obligations.

Properties of the federal government

The federal government is one of Germany’s largest property owners. The government’s property portfolio was managed by the Bundesvermögensverwaltung from 1950 to 2004, and thereafter by the Bundesanstalt für Immobilienaufgaben (BImA). The BImA agency manages the federal government’s property portfolio under its own responsibility, and in particular government buildings. The agency decides which measures are to be undertaken and provides the budgetary resources for them. 

Responsibilities of the building authorities

Construction works on federally owned properties is carried out under the responsibility of federal and regional-state building authorities (hereinafter referred to as “building authorities”). A working aid has been developed to regulate the management of (potentially) contaminated sites in a standardized manner throughout Germany, from the identification to any necessary remediation in accordance with the statutory provisions. The principles of efficiency and economy as well as sustainability are observed.
