Germany is obligated to report its national emissions of greenhouse gases, annually, to the European Union and the United Nations. Over 80 % of the greenhouse-gas emissions reported by Germany occur via combustion of fossil fuels. The great majority of the emissions consist of carbon dioxide.

Deutschland ist verpflichtet, jährlich die nationalen Emissionen der Treibhausgase an die Europäische Union und an die Vereinten Nationen zu berichten. Über 80 % der berichteten Treibhausgasemissionen in Deutschland entstehen aus der Verbrennung fossiler Brennstoffe, zum weit überwiegenden Teil in Form von Kohlendioxid.

Die vorliegende Studie analysiert, inwiefern die CO₂-Bepreisung im Zusammenspiel mit den bestehenden Instrumenten zur Zielerreichung des Bundes-Klimaschutzgesetz (KSG) beitragen kann. Dazu werden zunächst anhand einer Szenarioanalyse zentrale Handlungsfelder für die Zielerreichung im Verkehrssektor identifiziert.

The report develops an assessment framework that policy makers can use to determine whether offsets can add value while ensuring the environmental integrity of a compliance system.

The report examines the role offset approaches can play in the post-2020 climate regime. For this purpose, the report first develops a conceptual approach and a normative vision of what should be viewed as successful offset use. It then proposes tools to operationalize this vision. Lastly it derives overarching policy recommendations for the integration of offsets in carbon pricing systems.

The report analyzes, by looking back at existing compliance systems in the EU, Alberta, Australia, Colombia and Japan, the conditions under which offsets can add value to the compliance system without undermining its environmental integrity.

This information paper presents the results of a comprehensive analysis of the German market for voluntary offsetting of greenhouse gas (GHG) emissions for the years 2017 to 2020. The analysis serves to create a basis for assessing the potential and thus for the development of incentive structures and framework conditions for national climate protection projects in Germany.

Mit diesem Infopapier werden die Ergebnisse einer umfangreichen Analyse des deutschen Marktes zur freiwilligen Kompensation von THG-Emissionen für die Jahre 2017 bis 2020 aufbereitet. Die Analyse dient dazu, Grundlagen zur Einschätzung des Potentials und damit für das Entwickeln von Anreizstrukturen und Rahmenbedingungen für nationale Klimaschutzprojekte in Deutschland zu schaffen.
