This report summarises the findings and results of the project “Implementation and enforcement of EU regulations on fluorinated greenhouse gases (F-gases) and ozone-depleting substances (ODS) in Bulgaria”. The project’s objective was to identify potential for improving the implementation and enforcement of different EU-regulations, e.g. of Regulation (EU) No. 517/2014, in Bulgaria.

Die Sicherung der Kohärenz von Zielen und Instrumenten ist eine Daueraufgabe für die Umweltpolitik. In diesem Forschungsbericht wird ein Ansatz für die Kohärenzprüfung vorgestellt. Die Interaktionen von Zielen werden über Wirkungsketten erfasst (Wirkungskettenanalyse). Die Analyse der deutschen Umweltpolitik zeigt das hohe Maß der Vernetzung von umweltpolitischen Zielen in Deutschland.
Verteilungswirkungen umweltpolitischer Maßnahmen und Instrumente
Häufig steht in der öffentlichen Debatte die vermeintlich fehlende Sozialverträglichkeit im Fokus. Wie verkürzt diese Sichtweise ist, zeigt eine neue Studie im Auftrag des Umweltbundesamtes. Sie beschreibt mit Hilfe von Wirkungsketten die breite Palette der möglichen Verteilungswirkungen umweltpolitischer Maßnahmen und berücksichtigt dabei auch den sozialen Nutzen von Umweltpolitik.
