A sustainable chemicals economy in Europe – vision, pathways to action and new approaches to cooperation for a competitive and sustainable business location

Europe’s chemicals economy is vital to the economy and society. Throughout their life cycle, chemicals contribute to environmental pollution, biodiversity loss and health risks. Against the backdrop of the crisis facing Europe’s chemical industry, the German Environment Agency outlines a vision for a greenhouse gas-neutral, fossil-free and circular chemicals economy operating within planetary boundaries. Key pathways include defossilisation, resource and energy efficiency, the circular economy, safe chemicals, a socially just transition and innovation. A fundamental rethink is necessary to protect people and the environment while safeguarding competitiveness and prosperity. The paper is intended to stimulate discussion at the “Spotlights 2026” conference.
