Man-made climate change is a global challenge. The core task is to reduce greenhouse gas emissions and offset unavoidable emissions. Timely, sustainable infrastructure investments are key to climate action success. The focus is on reducing energy demand and a complete switch of the electricity and heat supply to renewable energies, taking into account interplay with other environmental challenges. The German Environment Agency supports this process with strategies, scenarios, measures and instruments as well as monitoring activities. It also implements individual instruments, such as emissions trading, guarantees of origin for green electricity or the Blue Angel ecolabel.

UBA study: How to expand solar power in an environmentally responsible way

First auctions in the national emissions trading system

In 2026, emission allowances in the German national emissions trading system (nETS) will be auctioned for the first time. The auctions, conducted within a set price corridor, mark the transition to the new European Emissions Trading System for fuels (EU ETS 2). The German Environment Agency commissioned the Leipzig-based energy exchange, European Energy Exchange (EEX), to conduct the auctions.

Two percent can make a big difference

Weak wind conditions slow down renewable energy production

According to the latest analyses by the UBA, electricity generation from renewable energies in the first half of 2025 was about five percent below the level of the corresponding period of the previous year. The main reason was exceptionally low wind conditions. Despite these unfavourable conditions, the share of renewables in gross electricity consumption were maintained at 54 percent.

German emissions nearly halved in 20 years of trading

Across Europe, emissions under the EU-ETS 1 have fallen even more sharply by 51 percent. This means that since 2005, emissions have roughly halved, according to the German Emissions Trading Authority (DEHSt) at the German Environment Agency (UBA).

Germany cancels emissions certificates linked to coal-phase out

For the first time, Germany is cancelling certificates from the European Emissions Trading System to secure the climate effect of the statutory coal phase-out. In total, certificates corresponding to 514,000 tonnes of CO₂ will be withdrawn from the market. This measure is the result of the shutdown of the Neurath A and Frechen power plant units in 2022, as stipulated by the Coal Phase-Out Act.
