Every five years, the Parties to the Paris Agreement are called to submit new Nationally Determined Contributions (NDC). The new round of NDCs is due in 2025. With the NDCs submitted by mid-2024, the world is heading for a global warming of 2.6 to 3.1 degrees by the end of the century. At COP28, Parties agreed that the new NDCs should be aligned with the 1.5 degrees climate target.

Dr Olena Matukhno began her research work at the German Environment Agency (UBA) on 1 February 2024. Her work focuses on compliance with national climate targets in the Ukrainian iron and steel industry through decarbonisation and emissions trading measures once the Russian war of aggression against Ukraine has ended.

The European Emissions Trading Scheme (EU ETS) will be aligned with the European climate protection target of reducing emissions by at least 55% by 2030 compared to 1990. In May and June 2023, the legal acts entered into force. Now the European Commission, in agreement with the member states, must draw up a variety of rules to implement the reform.

In order to achieve the EU's 2030 climate target, a reform of the EU Emissions Trading Scheme (EU ETS) is necessary. The amount of issued certificates is to be reduced and the financial support for climate protection measures expanded. In addition, maritime transport is to be covered by the EU ETS in future and a new emissions trading scheme for buildings and road transport is to be created.

The Global Stocktake assesses the collective progress towards the goals of the Paris Agreement every five years. The first Global Stocktake concluded in 2023 with a decision at COP28 on the way forward to increase action and support to effectively address climate change.

Parties to the Paris Agreement are updating their plans for climate action. Less than half of the countries analysed as part of a project funded by the German Environment Agency are increasing their ambition. Many are lacking a clear plan for implementation. This is the result of a new methodology, which analyses 20 recently submitted Nationally Determined Contributions (NDCs).

A research project for the German Environment Agency developed a method for the systematic analysis of the design of nationally determined contributions (NDCs) of Parties to the Paris Agreement. As part of this project, the design of 20 NDCs were analysed with this method.

Apart from aligning the cap with the new climate target for 2030, the upcoming EU ETS reform also includes a review of the market stability reserve (MSR). A research project commissioned by the UBA proposes to adjust central MSR parameters in order to strengthen its function to stabilize the market in the event of external shocks such as the Covid-19 pandemic.
