A core element of Strategic Environmental Assessment (SEA) is public participation. Non-governmental organisations (NGOs) need practical experience of how SEAs are carried out in order to be able to critically accompany the process. The project goal therefore was to strengthen the capacity of NGOs in the EECCA region to participate in SEA procedures, in order to contribute to a greening of infrastructure related plans and programs.
