Public consultation is a very important process for a better participation and takes place on a voluntary basis. For REACH, several public consultation procedures were therefore incorporated as part of the different REACH processes, such as substance evaluations, substance identifications, restrictions or authorisation procedures. The different consultation procedures and their requirements foreseen under REACH were analysed with regard to their effectiveness, efficiency and transparency. In addition, the “Call for Evidence” preceding some of ECHA’s restriction proposals and the consultations supporting an RMOA were assessed.
