Final Report


Although much has been done in the area after the Bulgarian accession to the EU Bulgaria still has one of the lowest energy efficiency in the EU.5 Bulgaria has EU emissions commitment and energy efficiency is the best way to address them, but the financial mechanisms are not in place. Currently the country has considerable potential for the realization of economically profitable energy efficiency measures because after a period of stabilization the final energy consumption and the primary energy consumption have begun to grow again. Therefore, urgent measures are needed to change this trend because energy efficiency is the best way for citizens and business to save funds especially in the times of economic hardships. What is more, by improving the energy efficiency Bulgaria will also increase the competitiveness of its economy.

The overall objective of the project is to propose suitable policy mechanisms that could bring sufficient investment flows into energy efficiency projects in the building sector and the industry in Bulgaria.
